The most useful thing it does is stop Kingdra from hitting for 60 but you should be tearing into Kingdras anyway, and if Kingdra hits you for 60, then its an easy Outrage revenge kill with Zekrom

If your opponents need a bit of persuasion, you can always make an attack yourself and goad a creature you want to lure into combat
